Overview

Maltese Citizenship by Exceptional Services may be granted under an amendment passed in 2020 to the Maltese Citizenship Act. By virtue of Legal Notice 437 of 2020 (Granting of Citizenship for Exceptional Services Regulations) the rules providing for affluent persons of impeccable standing and repute to be naturalised and to receive Maltese citizenship on the basis of a contribution to and investment in Malta were promulgated.
Applications under these regulations by direct investment shall not exceed four hundred (400) yearly and one thousand five hundred (1,500) in total.

The Malta program includes three financial requirements:

1.A contribution to the Malta National Development and Social Fund
2.A real estate investment (rental or purchase)
3.A philanthropic donation

1. DONATION TO THE MALTA NATIONAL DEVELOPMENT & SOCIAL FUND

In additional to the non-refundable investment, a property transaction is required. This could be a property purchase for a value of EUR 700,000 or alternatively a property rental for a minimum of EUR 16,000 per annum for 5 years.

3. PHILANTROPIC DONATION

In addition to the non-refundable investment to the national fund and the real estate investment, a philanthropic contribution of a minimum of EUR 10,000 is required to a registered sport, cultural, scientific, philanthropic, animal welfare, or artistic non governmental organization or society as approved by Community Malta Agency.

RESIDENCE STATUS

The law also establishes a "residence requirement" which is evidence of a genuine link with Malta. Candidates must commit to a minimum physical presence in Malta before citizenship is granted.

DUE DILIGENCE & BACKGROUND CHECKS

Compulsory background checks are payable to the Government who appoints a preferred due diligence agency. These fees are payable upon the submission of the application.

Required Documents

  • Evidence of Dependency including Acts of Marriage, Birth etc
  • An electronic identity registration form,
  • Application forms for naturalization,
  • Health Insurance Policy
  • Original excerpt of Birth record or certified copy of Birth certificates
  • Medical Report
  • A clean Criminal Record for all adults for both Country of Birth & Country of Residence (If different) (Applicants above 16)

Documents required only from the main applicant:

  • Original Bank statements as proof of financial resources,
  • A statement of the annual income and wealth information,
  • Full details about family, education and previous employment,
  • Evidence of Residential Address
  • Curriculum Vitae
  • Residency Proposal Letter

Documents required only if married persons apply together:

  • Original excerpt of marriage record or certified copy of marriage certificates
  • Certified copy of divorce certificate (if applicable).

Timeline

WEEK 1

Signing of CI Retainer Agreement and first Payment of CI Professional Fees.
All Documents collected and file prepared.

MONTH 1

Main Applicant and all Adult Dependents travel to Malta. Submission of Residency Application. Payment of Government Application Fees. Residency cards issued in 15 days.

The e-residency card for the purpose of the MIIP is valid for 18 months.

CI will assist to acquire a property which meets your requirements.

CI compiles the complete file for submission of the full application.

MONTH 4

Community Malta Agency reviews application, source of funds, background checks
Letter of Approval for Eligibility is issued.

MONTH 14

Submission of Citizenship Application. Due Diligence is updated.
Approval in Principle and Investment is made. Oath of Allegiance. Certificate of Naturalization.

The estimated time to receive citizenship approval depends on the due diligence processing time and the specific case.
